Ms. Carla Sydney ***** is the founder and principal of International ***** & Technical Assistance, LLC, a firm that provides global consulting services to companies, non-governmental organizations, and government agencies. A mining engineer and mineral economist with additional training and certificates in water, wastewater operations and OSHA construction safety and health, she provides expertise in the critical areas of human capability, international and cross cultural marketing, environment, and resource management. In 2007, she was honored by the University of Agronomical Sciences and Veterinary Medicine of Bucharest, Romania, with an honorary doctor degree, its Gold Medal of Honor, and a special Commendation for her work in that country. Ms. ***** also has been honored by the US Small Business Administration with the “Exporter of the Year Award” and by Cankiri Karatekin University, Turkey.

Prior to founding International ***** & Technical Assistance, LLC, Ms ***** most recently managed Delaware Technical & Community College’s international technical assistance programs. These projects focused on human capacity building and government regulatory reform in the water and sanitation sectors as well as avian influenza planning and control, and project management. Significant achievements included the founding of the University of Agronomical Sciences and Veterinary Medicine (Bucharest) Animal Diagnostic Technology Training Center and the ***** and implementation of the Water and Wastewater Operators Training Center in Bulgaria. It provided training for operators, supervisors and engineers from plants across Bulgaria. She produced film documentary Water=Quality of Life that has been shown in Bulgaria, the US and other countries. As a result of this work, the Bulgarian government passed legislation requiring operator certification and training. In Jordan, she was a Project Manager for the Jordan Operations & Maintenance Training Project which advised the Jordanian government on regulatory reform, certification and training standards for water and sanitation sectors.

Carla ***** developed and was country manager for USAID’s first technical assistance program in Bulgaria which trained professionals in management and economics during the early 1990s. Previously she developed and implemented the Soviet Union’s experiment in American style business management education for the Ministry of Foreign Economic Relations’ Higher Commercial Management School. Ms. ***** has also worked in China, Australia and the Middle East on a variety of mining, petroleum and finance projects for energy and banking companies and taught university international business and economics.

Carla ***** is a graduate of Columbia University’s (New York) Henry Krumb School of Mines with a B. S. degree in Mining Engineering, Geophysics Option and M. S. degree in Mining Engineering and Mineral Economics. She is a Member of the AllHumanity Roundtable Leadership Community, the Board of Directors of People to People International, Delaware Chapter, Society for the Preservation of Delaware Antiquities ( Hale-Byrnes House) and serves on the International Council of Delaware. She is a Past Member of the Board of the World Trade Center Institute Delaware. She is a member of the Water Environment Federation, the Society of Mining Engineers, Society of Women Engineers, and the Project Management Institute. She has been Chair of the Council of Economics of the American Institute of Mining, Metallurgical and Petroleum Engineers. She also served on the White House Conference on Small Business. She is the author or editor of over 40 technical papers and books.
