For more than 25 years he has been directly involved in the development of many of the most successful health care cost-containment strategies adopted by major employers in the Delaware Valley, the mid-Atlantic region and nationally. During his career he has served in a variety of senior advisory roles and has been acting and interim chairman of several venture capital and institutional backed healthcare and medical service enterprises.

From June of 2002 through December 2006 he served as Managing Director of Devon Health Services, Inc. ( ***** ) focusing on strategic industry initiatives, special corporate projects and strategic alliances. He is also Co-founder and CEO of Informed Health Choices, LLC ( ***** ) a national consumer-accessible online medical quality decision support project for employees, union members, and their families.

David began his career in healthcare with more than a decade of service as Senior Consultant and director of health and medical programs for Sun Company, Alcoa and Westinghouse. He followed that by founding InterGroup Services, one of the largest and most highly regarded preferred provider organizations (PPOs) in the mid-Atlantic region. He was Chairman and CEO of InterGroup for more than a decade. He went on to found Resource Holdings, Ltd. , a health care acquisition company funded through J. P. Morgan & Co.

He is a graduate of Temple University, where he earned six varsity letters in football and track & field. He followed this with a brief stint as a reserve squad player with the Philadelphia Eagles and Baltimore Colts organizations. David was a doctoral fellow and research associate in physiology and health sciences at Temple University Graduate School and received his Executive Program Certification in Managed Health Care from Harvard University School of Public Health, Division of Continuing Education. His areas of expertise include strategic alliances, business development, health care delivery systems, medical decision support tools, managed care network development, and mergers & acquisitions.

David has served on the boards of InterGroup, Resource Holdings, Ltd. , The Foundation for Independent Colleges, and Chestnut Hill College (2 terms: Finance, Student Life and Executive Committees) and UBMS (Unique BioMolecular Signature) Diagnostic Corporation. Currently, he serves as senior advisor to the board of Salient Business Solutions, a unit of Avantha Group, a $5 billion USD global conglomerate based in India.
