• Ensured contract status on GSA’s Advertising and Integrated Marketing Solution (AIMS) Schedule by facilitating all aspects of the General Services Administration (GSA) proposal development, negotiation and award process.
• Secured 2 Federal prime contracting relationships, first in the company’s 11 year history
• Personally recruited 15 scientific panel members of renowned health, education, and technology experts to collaborate with the firm in 3 Small Business Research Innovation (SBIR) opportunities for NIH.
• Prepared and submitted 5 SBIR proposals to the NIH National Institute for Drug Abuse, April 5 (2), and Augusts 5, 2010 (3). NIH deemed all proposals meeting their requirements and mission. All are still in the NIH review process for consideration.

Managed a comprehensive public health program of over $50M annually in grants and contracts while overseeing Congressional Budget Justifications and a staff of 10 public health analysts and medical consultants. Responsible for numerous RFA/RFP announcements and proceedings such as reviewer selection/training, funding decisions, and applicant debriefing.
Highlights include:
• Significantly improved Office of Management &Budget performance assessment from “Results Not Demonstrated” to “Adequate” within 2 years by effectively leading strategic planning and overall program evaluation efforts.
• Attained a Departmental “Best Team” award in 2007 for improving overall methods for managing grants and in 2008 for creating and implementing a comprehensive strategic planning process
• Spearheaded development and directed implementation of a multi-faceted experimental evaluation study of close to 100 Adolescent Family Life grant programs.
• Served as a lead policy, program, and fiscal counsel to the Deputy Assistant Secretary for Population Affairs and the Assistant Secretary for Health and Human Services.

Selected out of 3 managers in OPA and over 50 managers in HHS by the Assistant Secretary for Health and Human Services to act as Deputy Director of the Office of Population Affairs which houses the National Office of Family Planning and the Office of Adolescent Pregnancy Programs. Served as lead policy counsel in matters concerning U.S. family planning services and adolescent pregnancy care/prevention interventions.

• Provided concrete policy guidance of over $350 million in grant and contract programs.
• Directed the development of 3 comprehensive policy initiatives guiding the US Family Planning and Adolescent Family Life Programs.
Senior Public Health Analyst | GS-14 (2005 - 2007) - Public Health Analyst | GS-9 to GS-13 (1996 - 2005)
Directed development and implementation of over 200 public health grant programs across the U.S. by providing strategic organizational leadership and direction to programs in over 30 states. Created an interactive web-based grant writing training utilized by hundreds of interested applicants; as well as developed and facilitated a series of in-person grant writing workshops annually across the U.S. for over 500 interested applicants. Formulated comprehensive policy statements based on legislation, current public health trend/statistics, and Departmental initiatives.
Highlights include:
• Developed, planned, and implemented over 75 regional technical assistance programs for public health, evaluation and outreach professionals working in grantee organizations.
• Chosen to lead several interagency public health initiatives such as the Surgeon General’s Call on Child Abuse and the Title X Funded Family Planning/ Ryan White Clinic Coordination Study.
• Successfully led contracting initiatives totaling upwards of $12 million per year.
