Qualifications and Expertise

Mr. Martin ***** has over 20 years experience in all aspects of GIS services, both from the perspective of a GIS end user in the public sector and more recently, as a private sector GIS services provider. Mr. ***** directs the activities of a team of GIS analysts, technicians, programmers, and developers. He is responsible for business development as well as technical design and consulting.

Prior to founding ***** Services, Mr. ***** directed the GIS division of Fugro EarthData, Inc. a full services GIS and IT consulting practice with corporate headquarters in Frederick, MD. Mr. ***** served for over a decade in South Carolina’s Department of Commerce where he focused on information technology and GIS tools for economic development and planning applications. As the director of information management and technology, Mr. ***** managed projects that included a statewide GIS and GPS development initiative; database and software design and maintenance for the decision support system for industrial and commercial site selection; and, database and maintenance for other applications including property, industry, demographics, labor force statistics, and transportation. Mr. ***** managed projects with values in excess of $3 million and supervised project teams of more than 20 professionals including GIS analysts, application developers, and database specialists.

Mr. ***** has extensive experience in the management of teams active in software development, GIS support, and GIS management. Over his lengthy career in GIS he has participated in projects as systems administrator, systems architect, software developer, database administrator, and project manager.

Florida GIS Coordination Strategic Plan
While employed by Fugro EarthData, Mr. ***** directed the development of the initial statewide GIS coordination strategic plan for the State of Florida.

Tampa Port Authority, Tampa, FL
Mr. ***** managed the implementation of a web GIS based system for the Port of Tampa that was funded jointly with NOAAA Coastal Services Center and USGS. The system demonstrated unique capabilities of interactive modeling of oil and other contaminant spills in an immersive 3D environment.

South Carolina Business Climate Index
Mr. ***** directed the team creating a statewide business climate index (BCI) that involved primary research from firms within the state through an annual survey, collection of data from neighboring states and national leaders, and tracking changes over time for South Carolina relative to her peers. The BCI was used to determine the effectiveness of economic development initiatives over time.

CB Richard Ellis, New York, NY
Mr. ***** managed a system implementation and maintenance of a GIS based system for CB Richard Ellis in New York that allowed the visualization and management of leasing records within a detailed 3D building database for the island of Manhattan.

Statewide GIS Data Efforts
While employed as GIS manager for the South Carolina Department of Commerce, Mr. ***** directed the earliest statewide water and sewer utility data development project in the nation. That project, the South Carolina Infrastructure Project, developed geographic data for every water and sewer system in the state. Applications to maintain these data, including linkages to the SC Department of Health and Environmental Control permitting system and GUI interfaces for spatial data updates were developed.

Additional statewide geographic data development project managed by Mr. ***** included the development of critical infrastructure such as fire stations, police stations, hospitals, and schools using GPS and a structured field data collection system.

South Carolina Department of Commerce Enterprise GIS
Mr. ***** was responsible for the design and implementation of the South Carolina Department of Commerce’s enterprise GIS. This system was fully integrated to Commerce’s Oracle project and client tracking databases and ultimately integrated the state’s inventory of available industrial and commercial sites and buildings, labor force demographics, population characteristics, employer locations, business licenses, professional licenses, infrastructure, and industrial client information.

Presentation Facility
While serving as the Information Technology Director for the South Carolina Department of Commerce Mr. ***** managed the design and construction of a multi-media presentation facility. Facility technologies include integration of visualization software, GIS, and presentation system with advanced audio-visual, networking, and videoconference systems.

Statewide GIS User Needs Assessment
As chairman of South Carolina’s GIS Coordinating Committee, Mr. ***** directed the team that completed a statewide user needs assessment and the development of South Carolina’s first state GIS coordination strategic plan. That project involved detailed user needs from over 50 state organizations at all levels of governments (State, regional, county, municipal).
