Over 30 years experience including more than 20 years as a consultant on international water and wastewater projects as well as 7 years as a client managing major capital programmes. The international experience is primarily of managing major multi-disciplinary projects, usually with an institutional capacity building component and includes significant experience of International Finance Institutions (IFIs) including AfDB, World Bank, EU, EBRD, EIB, Danida and DfID. Technical expertise covers most aspects of water supply, sanitation and wastewater projects from community based projects utilising simple technologies to large and complex engineering works. Areas of particular expertise are
• Planning. Including the development of sector strategies, regional and urban master plans and programme delivery strategies
• Procurement and contracts. Procurement strategies, form of contract and method of payment eg. partnering v FIDIC, lump sum v remeasurement v target cost with incentive. Tender documents and tender selection process. Dispute resolution.
• Project and programme management. Team leader for long term consultancy projects or short term missions. Head office project direction, co-ordination and QA. Assisting clients with their delivery processes such as change control (variations), programme management and investment prioritisation.
• Project development and review. Including project preparation and assessment for IFIs, head office QA of projects and technical reviews and audits.
• Institutional development, training, business processes and change management. Developing aligned objectives, levels of service and key performance indicators (KPIs) across the client, contractor, customers and other stakeholders such as regulators. Facilitating the design of new business processes and change management. Training of client staff.
• Bidding, project development and start up. Extensive experience of bidding for UK and international assignments as well as of project design and start up.
