Robert E. ***** is a board-certified Healthcare Executive and Information Technology Program Manager. He has 31 years of progressive leadership in the Military Health System. Currently serving as an Intergovernmental Personnel Act (IPA) asset to the U. S. Army Telemedicine and Advanced Technology Research Center (TATRC) through the Henry M. Jackson Foundation, Mr. ***** oversees Congressional Special Interest clinical informatics projects. These projects research emerging technologies in Human-Computer Interfaces, including Speech Recognition and Natural Language Processing; Health Information Exchange, using the new NHIN Connect Gateway, the DoD/VHA Virtual Lifetime Record (VLER), Advanced Clinical Research Information Systems, and Semantic Interoperability using Healthcare Ontologies. He collaborates with academic, industry and government partners, including Mayo Clinic, Partners Healthcare, Kaiser Permanente, Montefiore Medical Center, NIH, CDC, FDA, NLM, University of Texas Houston Health Science Center, Microsoft, IBM, Unisys, General Electric, and others. He maintains contacts within the TRICARE Joint Medical Information Systems office, MHS CIO, USUHS, and Army, Air Force, and Navy Medical Departments. Mr. ***** retired from the United States Navy as a CDR, MSC in 2000. He served as Consultant on the Navy Surgeons General staff; Director for Administration and Chief Information Officer in a remote Navy Military Medical Treatment Facility. Mr. ***** culminated his Navy career as Director of Decision Support, Business Intelligence, and Knowledge Management for Navy Medicine, at the Naval Medical Information Management Center. As CEO and Sole Proprietor of E-Health Designs, LLC, he was on contract to DoD to oversee Requirements Management and Cost Estimates for AHLTA, DoD's EHR. He also served as the Government's Program Manager for the DoD Central Credentials Quality Assurance System (CCQAS), and the Patient Safety Reporting System.
