Project Management–Manage projects including on-call environmental services (water and wastewater engineering, hazardous waste handling, solid waste, environmental restoration, environmental compliance), risk assessments, Brownfields, and Superfund/RCRA compliance. Work with subcontractors and local, state and federal regulators. Coordinate staff scientists and engineers. Develop client relationship and identify opportunities to expand services. Versatile background enables successful management of a variety of projects.
Proposal Writing and Presentations—Coordinator of the production of technical proposals utilizing the support of technical staff, graphic artists, and work examples covering a broad range of professional experience. Also prepare and present presentations for proposal short listings as well as for clients, stakeholder groups, and public meetings and outreach. Presentations utilize computer animated slide shows, poster boards, and handouts to effectively communicate the message required to the appropriate audience. Federal, State, Municipal and private marketing experience.
Program Management—Program Manager for multiple permit and administrative order driven stormwater and solid waste compliance programs. Coordinate activities of multiple government agencies and departments to ensure compliance with complex permit, administrative order, and consent decree legal requirements. Utilize state-of-the-art scheduling and document management software to develop cost-loaded Critical Path Method schedules and maintain complete program records in a catalogued, serchable, electronic data management system.
Stormwater Management/Environmental Site Design—Project Manager for innovative stormwater management BMP and soil amendments for use in an urban environment. Adapted innovative concepts from the mid-west and Portland, Oregon for control of stormwater nutrient loading in urban watersheds in downtown Baltimore. BMP design experience focus on retention and extended detention ponds, but includes bioretention facilities, surface filters, shallow wetlands, coastal plain outfalls, and underground filters.
Stormwater Utility—Project Manager for the analysis and development of a stormwater management utility as a self-sustaining revenue source for the City of Baltimore and mode of compliance with MS4 permit and Chesapeake Bay TMDLs. Includes continual coordination/ meetings with the Stormwater Advisory Committee, benchmark analysis, evaluation of the level of service, cost of service analysis including 15-year Capital Improvement Program forecast, analysis of alternative rate and fee structures, development of a customer database, assistance in legal ordinance and resolution language, and community/public outreach.
Human Health Risk Assessment—Conduct human health risk assessments for private and public clients. Site-specific assessments include rail yards, military bases, industrial complexes, automobile maintenance facilities, drycleaners, and impacted rivers and sediments. Conduct risk assessments to satisfy regulatory requirements of CERCLA/RCRA/Brownfields, to gauge liability issues, and to reduce remediation costs for environmental media.
Low Impact Development/Sustainable Design—Engineer sustainable and Low Impact Design (LID) concepts as an integral component of Best Management Practices (BPMs) for reducing storm water nutrient loading into urban watersheds. Green roof technical design.
NEPA Compliance Issues–Conduct surface water quality modeling, air quality modeling and compose sections of environmental assessments (EAs) and environmental impact statements (EISs) for transportation, off-shore oil and gas and National Park Service projects.
Human Health Risk Assessment Review–Perform reviews and comment on documents under US EPA Regional Oversight Contract (ROC). Reviews include Baseline Human Health Risk Assessments, Remedial Investigations, Feasibility Studies, Public Comment Releases, Sampling Plans, and Corrective Measures Studies to ensure compliance with appropriate federal, regional, and state guidance for Regions I, II, III, IV, XIII and X within RCRA/CERCLA programs.
