    I am planning to change my townhome's carpet to hardwood with noise pad, and the hoa requires certification of the noise transmission of the new material. I am looking for someone to support the hoa's requirement: certification and signature of an acoustical engineer certifying that the new floor will provide equal or better quality and noise transmission, and that such construction is to code. Current material is basic carpet on 3/8 5lb pad. New material will be bamboo hardwood on acoustic sound underlay with ratings of iic=71 and stc=73. Subflooring is plywood on wood frame and will not be changed in this remodel. Please highlight if you can meet this requirement with a signed letter and your quote for this service.
