Nuclear Fission

From a layman's perspective, i think i understand the process of controlled fission and how it supports elec power generation. The only part i can't seem to find information on is how the process actually starts. I see how the reactors controll the process and can even stop it. But when i look at how it starts, all i see is that a neutron has to bombard the plutonium or uranium to start the reaction/atom splitting. Does this just just occur naturally when the materials are in proximity or is there a device used to start the reaction afterwhich it is controlled by the nuclear plant mechanisms? Thanks walt
