Water Supply Distribution Network

Experts seeking - expert in design and operation of water supply distribution network. Description - we are operating a distribution network of 30 to 50 yrs old with intermittent supply of an average 3 - 4 hours supply. In some of the areas there are steep slopes where i have seen engineers telling all the water will go down and the down stream people (people living at lower elevation) get sufficient water where as upstream people (people residing at higher elevation) will not get much water i.E, they will get the water only when they throttle the valve of the pipe supplying water to down stream side. How to address this issue while designing a water distribution network when there is an elevation difference between of 20 to 30 m? People residing at the lower elevation receive water with more discharge through their house service connection. But people residing at higher elevation receive very low discharge. Flow Control

I have a process with excessive vaiability. I am feeding a mixer where the viscosity change within the mixer causes pressure swings and upsets he feedrates of the raw materials feeding the mixer. I currently use a mass flow meter to measure the flow and gear pumps with vfd to control the flow. I could go to a piston pump to deliver constant flow regardless of pressure (i think) but i am a little concerned about pulsating flow. Is this an area you have expertise?
