Pacs Dicom

Gdm/skytron mfg our own capture device called the dcss. It saves still captures in 24-bit jpg, png and dicom formats, however our dicom files are not part 10 compliant. We are looking for someone to help us convert 24-bit jpg or png files to dicom format that can be imported into an agfa impax 6.3 pacs system. We have tried many software packages and have been able to create a cd with dicomdir that the agfa system reads, but images are blank? Eventually we will need assistance to develop dicom part 10 output for the dcss, but for now we are just wanting to do a conversion that the agfa system will accept.
