There are obvious tensions in the mission of the federal communications commission. The 1934 communications act that created the fcc charged it with regulating interstate and foreign commerce in communication by wire and radio. In doing so, it is not to censor or interfere with free speech, but it is to enforce legal prohibitions on obscene, indecent, and profane broadcasts.
