Telehealth Billing

Hello: i am interested to find out if your company provides expert witness testimony for a potential medicaid / healthcare fraud case in new jersey, based on billing for actual care provided via telephone when either patients could not come to office due to various patient reasons. I need to find out if billing for telehealth via telephone is legal in nj? Due to ever changing guidelines, do current coding and billing rules / guidelines create significant confusion, causing a provider to bill for medical services (treatment of acute symptoms like sore throat, uti, headaches, refill of medications etc) provided by telephone. Would billing for telephone services constitute normal practice, medicaid fraud or medicaid abuse? I am looking for help in nj area. If you are not able to help me in this area then if you could provide me with a referral. Please advise. Thank you.
