Dr. Kilpatrick is managing director of his own consulting firm and also serves as an associate to several other consulting firms. He has over 25 years experience in energy economics and policy. He was employed by the FERC from 1977-1993 as an economist, where, among other things, he analyzed markets and prices of oil and natural gas pipelines, and electric utilities. He has presented expert testimony on economic and other technical matters including cost allocation, rate design, market power, inflation indexing, econometric modeling, gas pipeline cost recovery, purchasing practices, gas pipeline certificates and Alaska North Slope energy prices. He has also provided expertise to clients in financial planning, utility deregulation, electric and gas utility entry into telecom markets, forecasting, statistical analysis, and as mediator in a claim involving a large energy firm and its insurers. Additionally, Dr. Kilpatrick is an expert on the history of public utility regulation and energy policy. He can provide research and analysis of almost any area of regulatory policy.

He was adjunct assistant professor at the Graduate School of University of Maryland University College, where he taught energy economics and policy. He has been research fellow, senior fellow and associate assistant professor at the School of Public Policy, George Mason University and taught courses in GMU’s Public Affairs Department and School of Business Administration. Dr. Kilpatrick has a Ph.D. in Public Policy from George Mason University, an M.A. in Economics from Pennsylvania State University and a B.S. in Business Administration - Economics from Valdosta State University. He has published a number of articles and book reviews in the trade press, professional journals, and edited volumes. His blog includes discussing “smart grid” and other current energy issues, often relating them to past policies. He is in the early stages of preparing a manuscript on the history of government energy policy.
