Fran has over twenty years human resources and compensation management experience, specializing in the design, modification, implementation, communication, and administration of pay and total reward systems, including base, variable pay, and sales incentive plans; job evaluation and documentation; competitive market pricing and assessment; FLSA exempt/nonexempt determination; integration of performance management systems, and development and delivery of management and employee training programs.

Since starting her own consulting practice over ten years ago, Fran has worked with Fortune 500 corporations as well as emerging companies within the health care, insurance, financial services, biotech, consumer electronics, software development, high technology, manufacturing, non-profit, software development, retail, and commercial real estate services and property management industries. Specific project accomplishments include the design and implementation of: total rewards systems, incorporating base pay, variable pay, and competency-based performance management systems; executive incentive plans and plan documents; all-staff incentive plans, including communication and implementation materials; Sales compensation plans, communication and administration materials; market-priced base pay structures including job documentation; FLSA exemption compliance audits; H.R. department efficiency assessments and compliance audits; salary administration guidelines, management tools, and training programs to facilitate the administration of pay programs; and Human Resources infrastructure, policies, programs, and processes, including employee handbooks and supervisor policy manuals.

Fran’s practitioner experience includes various compensation and human resource roles with PacifiCare Health Systems, Genisco Technology Corporation, and McGaw Laboratories.

Fran has a Bachelor of Arts degree from the University of Pittsburgh, and holds the designation of Certified Compensation Professional (CCP) from WorldAtWork (formerly American Compensation Association). She is a member of WorldAtWork and PIHRA. Fran has also been an instructor for California State University, Northridge, College of Extended Learning in the Human Resources Management Certificate Program, Compensation and Incentive Systems.
