I have supported the FAA Air Traffic Organization’s (ATO) unmanned aircraft systems (UAS) policy-making and management efforts as a safety subject matter expert since 2006. Previously, I was Senior Analyst, Aerospace Safety and Operations for Analytic Services, Inc. (ANSER), where I was a member of the 2007 Robert M. Oliver Award-winning team that generated a landmark study of general aviation security for the Transportation Security Administration. I also provided part-time contract aviation safety support for the Director, Environmental Readiness and Safety, Office of the Deputy Under Secretary of Defense (Installations and Environment) during this period.

I'm a retired Air Force command pilot with more than 25 years’ experience in aviation safety, including on-scene participation in five military accident (mishap) investigations, and was elected to the U.S. Air Force Safety Hall of Fame in 1999. Following my military retirement, I worked as the National Air Traffic Controller Association’s National Safety Coordinator and as the Director of Safety for the Air Transport Association before becoming a government contractor.

I've served on multiple FAA Safety Risk Management (SRM) panels associated with the integration of UAS into the National Airspace System, and was among the first recipients of the ATO System Operations Safety Management “Pillar Award” for my contributions to the safety of UAS operations through SRM. I'm the founding chair of the UAS Working Group of the International Society of Air Safety Investigators, and I've addressed several international forums on UAS safety-related topics.
